Spark Out plug (SPOUT)

I have a 1997 CVPI and it has a very prominent spark knock. I was told that the SPOUT plug when unplugged could help retard timing. Where is the spout plug located? Also are there any other things i could to retatd timing or cool intake air?:banghead:

timing is not the issue.
something else is wrong. clogged egr, carbon builup...etc.

As the other poster said there is another issue at play. However there is an octane adjust plug on the car located on the wiring harness below the power steering reservoir.
