2001 Passat Instrument Cluster

When my foot is on the brake, the instrument panel lights come on, as do the front parking lights. My VW place says I need a new instrument cluster (about $700 including recoding all the keys). Otherwise, I might run into problems of the not being able to start or unlock the car (key not recognized), alarm system going off, etc. Can this be correct?
