99 Alero with starting problems

My 99 3.4L V6 Alero is having a few problems. First, last week the car would start and die within seconds. A couple of days later, it started fine but the gauges didn't work, a couple of days after that the car started fine and all the gauges work. Second, the car is often very sluggish when trying to accelerate. Third, it seems like my keyless entry and gauges quit working more often when it rains. The service engine light is on, the dealer says it is an "evap code." Finally, it makes a noise that I am told is lifter noise, I plan to have them replaced soon. Here is a rundown of the recent work done on the car: new MAF sensor, new air filter, new fuel pump and fuel filter, new plugs and wires, new wheel bearing hub assemblies, new blower fan resistor pack, my heads were rebuilt last summer. Also, I have had a transmission trouble shooter program run and the transmission is fine. Any advice short of praying for a natural disaster to strike my car? Thanks!
