prelude vtec not operating

hi i have a 92 honda prelude 2.2 twin cam import the car has been converted to manual gearbox before i had the car the problem is the vtec does not work in first gear and revs out at 6500 rpm every other gear is fine coming in at 5000 rpm all the way to 8000 rpm any help would be much appreciated:confused::confused::banghead:
