odd sound from protoge

my g/f has a 2000 protoge, and when the car comes to a stop ytou can hear a woo woo woo woo woo sound and the frequency of the sound tracks with the car speed. Could this be a warped rotor(s) ? I looked at them bout 2-3 months ago and they looked like they had some pretty deep ridges in them.

Usually warped rotors will cause the brake pedal to pulsate when stopping. However, un-evenly worn tires will give the same sensation. Since the rotors have deep ridges in them it's possible the problem is the rotors. In any case they should be resurfaced or replaced.
