Torque specs. for fuel rail mounting bolts

I am in the process of installing the fuel rail onto the intake manifold.
The Haynes Repair Manual specs is 168 in-lbs.
The problem I am having, is that the blots keep snapping.
Does any one know what the torque spec. for the fuel rail is?:banghead:

? year, engine ?
and you're doing inch-lbs, right? i.e. ~ 14 ft-lbs.

Yes, I have an inch pound torque wrench.
