1999 Tahoe Fuel Pump / Won't start cold

I have had four fuel pumps replaced in my 1999 Tahoe within the past year. Now it is acting up again. The car will not start in the morning or when it is cold outside. I will start if it warms up outside. We have changed the fuel pressure regulator. Before the regulator was change the pressure would be at 60 psi but would gradually drop. After changing the regulator the pressure still drops but not as fast. The following morning the car did not start when it was cold. No sound coming from the fuel pump but it does crank over. Also not the relay was changed when the pump was changed. Any ideas????:banghead:

if you have 60psi when cranking, its not the fuel pump.

I would look elsewhere, probably an engine management problem.
