1993 Ford Ranger 2.3l Timing Problem

Suddenly Lost Power; Cannot Go Over 20 Mph. I Checked Timing:
What Causes The Timing To Fluctuate From 21 Degrees To 24 Degrees???; Which Is Not What It Is Supposed To Be At In The First Place. It Should Be At 10 Degrees According To Chiltons Book. Is It From A Strected Belt? Or What? Why Would The Computer Do That? THE BELT HAS NOT JUMPED. I CK'D.
I Ck'd The Egr; Ok. Ck'd Evr; Bad And Have Not Replaced Yet. Ck'd Connector Voltage Of The Evr; 12.5 With Key On. But At Idle It Fluctuates Between 14.7-19.2 Volts. Is that normal or what? CK'D ALTERNATOR CHARGE AT THE BATTERY; READS A STEADY 14.5 VOLTS. Iac, Iat, And Maf Are All Ok. Still Need To Ck O2 Sensor And Fuel Pressure. Also,,, At Idle I Cover The Intake Port And The Engine Does Not Change In Rpm,,, Shouldn't It Die? Or What? Please Help!!!!!!! Thank You In Advance For Any Suggestions And Happy New Year!!!!!!!

I would check the belt pull the cover and look at it check for wear. broken cogs and ect. If in doubt install a new belt an easy job on this vehicle.
I would use a volt meter and check what the voltage is 19 volt is way to much. To charge this much you have a definate problem. The alternator makes A.C. and uses diodes to rectify it to D.C. if you get an A.C. bleed it will make the computer go crazy.Get the alternator checked out. Fuses usually are labeled if you check.

I had an '83 Ranger with 2.3L a while back. Your problem sounds like it is more of ignition and/or fuel related as opposed to electrical. When the "distributor" was still in use, it was easy to diagnose timing problems but since ignition timing is now controlled by the electonic module nothing is visual. It appears that your EEC is out of wack.
