the model is the revell 1998 corvette pacecar
this was my gift to him, and i was gonna help him build it and get him into building models..
and.. um.. this..
help me out.. isoprophyl alcohol (70%) does nothing to the paint..

What is Rustolium, enamel? Either way, 70% iso isn't usually strong enough to budge anything other than Tamiya acrylics. 90%+ may do the trick, but for enamels I like degreasers such as CSC, Purple Power or Simple Green (my personal favorite).

Rustoleum comes in different formulas, but of the stuff I have used, (I'm pretty sure it was enamel based, not lacquer), I used mineral spirits to clean up the overspray.
(Lacquer thinner worked even better for that purpose, but it was on metal, (and skin), and lacquer thinner will definitely damage the Vette body.
If it doesn't say lacquer on the Rustoleum can, I don't think it's lacquer.)
If it is completely dry, you might try oven cleaner, it always works for me on other enamels... - Mark

Wrong Paint? I thought you bought it for him?
Let him build it his way with whatever paint he wants to use.
