starting problems

89 civic,
sometimes it starts and sometimes it don't.
it reads code 16 and i checked the injectors.....while running i unplugged one and it still ran, whem unplugged the othere one the car shut off.
to start it i spayed gas in the air filter hose and it started to run.
baad injector or faulty fuel system.
what do you guys/gals think it might be

i also heard that there is a way to re-soldier the main relay.
is this true.

Yeah you can. But for $40 I don't know if it's worth the hassle of it.
