low driving temperature 98 dodge quad

After driving 30 miles at 60mph the heat guage is reading 70 degrees F. In case it was the guage I then drove the 60 miles back home and got a mechanic to take a reading with his hand held guage...it read 70 degrees F.
There was a new water pump installed and a new 190 degree F thermostst,still low temperature !! If I don't get this problem under control My feetes will be pretty chilly should winter decide to pay us a visit.
Any ideas would be greatly appreciated...Mojur of Northern Ontario

I had the same problem once. It turned out that it had 100% antifreeze in it and cooled so good it wouldn't heat up. I drained it and put in a 50/50 mix and it fixed the problem. I was just wondering did you (or whoever put on the new pump) put in straight antifreeze?
