the antenna itself may not be grounded

the antenna itself may not be grounded there is a small ground next to the antenna going to the body of the car.if touched it to the antenna and everthing else but nothing really.can the antenna be weak and need a stronger one?

antennas are a passive device, but it often relies on the roof to be a ground plane - so it has to be grounded propery.
