It is best to get the torque specs out of the GM service manual (FSM) for your year and engine size Grand Prix.
The '98 GA and older '97-'99 Grand Prixs have the Vin "M" 3.1L where your year/engine has the Vin "J" 3100 SFI. The cylinder head and rocker arm torque specs may be different as a result.
The specs I have for a Vin "M" 3.1L out of the FSM are:
Rocker arms = 18 ft-lbs
Cylinder head bolts = 33 ft-lbs, plus an additional 90 degrees.
