PCM issue

I was recently testing my PCM for conductivity for my fuel pump and asd relays, I read that there is NOT supposed to be voltage on port that corresponds to slot 86, unless the key is on, I HAVE voltage on slot 86 with the key out, any ideas??

backtracking to find out if I have a fuel pump issue, I have code 42 for diagnostic. so I started there.
