Brake pedal travel

I just bought my daughter a 94 civic dx sedan to replace the civic she totaled last month.

The car passed safety inspection and I have my mechanic take a look at it and mentioned the soft brake pedal, he indicated the brakes look good.
He also checked the suspension and basically gave the car a 10. So we are driving it. My mechanic said he could clean up the rear brakes and maybe that will help.

My question is why when the brakes are applied the pedal moves maybe an 1nch or so before the brakes are applied. Its not to the floor but just does not feel right to me.

My gut tells me the master cyl is going. Any ideas????

Front pads and rear shoes right? Have you adjusted the rear? It adjusts automatically when you go in reverse and stop completely. Do it a few times. Also you might want to flush out the brake fluid. Good practice to replace them every 3 years or so. See what happens...
