Help with my GT4

I have just been landed with a 92 GT4 with issues! The turbo doesnt seem to power up entirely. It just gets to the halfway mark and just stays there. It's driving me nuts! Any ideas?

Broken wastegate actuator????
Incorrectly set up boost controller (if it has one)
split/broken vacuum hose.

Possible boost leak, or something wrong with your turbo.
