'99 4runner with chirp/squeal?

Hey guys.
It's not the typical "fan belt" squeal, but somewhere between 0, 2.5K rpm's (not higher than about 2.5K), I hear some kind of chirping that sounds like a belt that needs dressing. I've applied dressing to the belts up front by the fan, but haven't been able to cure this problem. From inside the cabin, it sounds as if the noise is being aspirated through the vents a little bit. It's a very "airy" chirp/squeal. Does this sound familiar to any of you gurus?
Oh yeah. I only hear the sound in 1st, 2nd, and 3rd gears (rarely 4th). By the time I hit 5th, I don't hear it (probably because of road noise).

Belt dressing is not a cure for loose belts check the tension and condition of all belts.
Belt dressing has a very limited reason for use.
