He would also have to deal w/ California DMV because the swap probably wasn't registered and since Cali is gay, he would get in trouble. To make it pass smog, it needs to be healthy and have a cat....that's pretty much it. If the car is running well and has the stock ECU it should easily pass.....
and here's my plug....i live in ND, i have a 3" open downpipe w/ no cat and my car is untuned right now....fuck emissions laws!

The car need the correct usdm intake or carb legal intake, ecu, and cat. If the motor was out of a usdm del sol it would need a obd1 cat if its a 99+ si it needs a obdII cat. thats if the motor is from the us if its jdm im not sure what you need to pass and its not smog he needs to pass its state licensing referee to get the car rebadged as a whatecer the motor is (ex. 92 hatch with a b16 will become a 99si or del sol as far as smog goes) the ref also makes sure that no wires were tampered with and all lines installed correctly. If you want to know needs to be done to the car have him go to a ref and they will print out a sheet when he fails.

http://www.dmv.org/nv-nevada/vehicle-registration.php look at this web site for info its the dmv for navada. you do need smog but it might not be tae same as CA smog. My b16 passed smog but failed becuse the swap was not correct ( ecu, cat) in navada they might not have a visuale check then you can just take it in and see if it passes. All of the work can be done your self, none of it involvels taking apart the engine. if they stock harness is needed you might have a problem cause most jdm motors still need the usdm harness to run here. Im guessing they guy has a b16 with a p28 chipped ecu and thats not a stock ecu just the most versitable. remember CA smog is a pain in the ass to pass but most states can get away with alot more.
