Delta 88 1990

Hi i have a delta 1990 and I would like to know if anyone could tell me what the problem is. My signal lights will not flash and when I turn on my headlights the brake lights stay on. My signal lights will flash for a short time only when te head lights are off. It's an annoying problem can anyone help?
