I have put in a new Idler arm and Pitman arm on a 1996 Ram 1500 4x2 with the 5.9 V8. The steering wheel is now about 90 degrees off. Can anyone tell me how to re-align the steering wheel?

Find a shop that will set the "toe in' without doing a complete front end alignment. If you can find one it should cost you abhout $20-$25. Most places won't do it because there is more money in the whole job. If it has been a while since your last alignment you may want to go the $60 route.

before doing any alignment check that u put the pitman arm to the origanal spline if there was no master spline .also count the turns on the steering lock to lock and mark the centre on the steering itself, check the tierod end if they have the same amount of threads both side.if one side has more than the other turn the one in and the other out to even treads both sides, this would have happened if it was setup before with worn parts.
