Is there an easier way to access and replace the flasher rather than taking off the whole panel?

Is there an easier way to access and replace the flasher rather than taking off the whole panel?

I believe I reached up behind the instrument panel and got the flasher when I had my 93 leSabre. I don't remember that I got it back in place though. It seems the spring holder came loose. So I just left it hanging.
