brakes

i have a 1988 buick regal limited. ok my first question is how do you unset emergency brakes. second question is the brake light is on but the car brake pedal traveled all the way to the floor acted as if it dont want to stop. ok what happen was i parked the car on the hill and set emergency brake. after that that when the car starting acting like it didnt want to stop. i tried to unset emergency brake on the car but it is jammed on something. now i am puzzeled because the car runs and stop light it should now after sittin for 2 hours. but the brake light is on and the emegency brake is still jammed. any help would be appreciated.

How does this move with the parking brake on, this is a pump to set brake, no.?
