2004 Envoy Spare tire

I just got a 2004 GMC Envoy in the shop and was unable to drop the spare tire. I followed the instructions in the owners manual and still didnt work the cable came down but the tire stayed on the secondary latch. no madder how i tried to unlock the latch it didn't let the tire go down. Any ideas???
