Difficulty to put fuel into the tank. The tank always seem full but it's not. The nozzle always stop even tough at low pressure, it takes 15 minutes to full the tank.

Welcome to the forum!
I'm assuming you are asking a question rather than just making statements here.
How long have you had the car, and has it always been difficult to fuel?
Did this start when you went to a different gas station?
How far are you inserting the filler nozzle into the tank inlet?
If you just set the nozzle into the inlet, does it still shut off quickly?
You are not attempting to fuel up with the engine still running, are you?
If this is something that it's always done, you may have a stuck purge solenoid. A decent scan tool with the datastream mode should allow you to monitor the fuel tank pressure. You'd need to have the key on, but you don't want to have the engine running while fueling up.

The tank always seem full but it's not.
How are you determining this? Just by what the gauge says or did you actually stick something in the tank to manually measure its contents?

it sounds like a similar problem i had after i changed the filler neck on a Neon...there are vent tubes inside and around the filler neck if proper venting is not going on it will do that...did you have the tank serviced or the filler neck replaced?

It could even be a problem with a part of the emissions system....

The problem occur in all the gas stations and it began in 2005, but it's worst now. I try differents ways to put nozzle into the filler neck or varies the pressere on the fuel nozzle. Someone at the gas station told me, it there was air into the the fuel tank????. Except that, the engine is running good and there's no check engine light.

This problem wouldn't be reflected like that. Something isn't venting correctly.

My 99 has the same problem, can't fill it too fast.. use slower rate, been that way since new, I'm thinking I've read that it's a known issue??? Mine's not really that bad, my 94 will take it hard though, no problems...
