91 Buick Steering Wheel wobling

My steering wheel is wobling, like something is broke or loose in the neck of the column.

I took the wheel off. Cannot get the black metal plate off that the steerwheel locking mechanism locks into.??? Can't figure out what to do next.

Advise??
