Turn Signal Lights

The side corner panels that hold two bulbs, one big and one little. Everytime I turn on the signals The big clear bulb just gets brighter and just stays like that until it clicks back into place. I changed all the bulbs and the fuses look ok.
Any suggestions? Thanks

The little bulb is always lite when you turn on the parking lights/headlights. The big bulb is a corner light it stays lite so you can see as you make the corner. The only flashing bulb is on the lower bumper.
