can anybody tell me if the water pump gets changed when the timing belt is changed on a 02 elantra, also what would the cost be

It gets changed if you want it to. The water pump is driven by the timing belt, so most places will change it without charging for any more labor than they're already doing. You'll probably just have to buy the part.
