99 monte carlo

My car seems to flutter when it rains the RPM needle will not go above 1, when I mash the gas it just flutters and goes very slow, I can drive it any other time except when it rains, any suggestions.

Problems in damp condiditons usually point to something in the ignition system. I'd check for worn dired up spark plug wires, or poor connection on the plug wires and connections to the ignition module.
