99 Sierra Lock Stuck with Door Closed

I can't open the lock with the electric switch, the key, or even sliding the lever. I suspect the rivets have popped and the actuating rod is out of alignment. Any ideas on how to open the door or get the panel off without opening the door?

The only solution I see that might work, If you can get to the backing plate of the striker bolt and cut the backing plate off, the door might open. Then you could replace the latch and the striker bolt. It would depend on the plastic trim on the inside, is it an extended cab, how thick is the sheetmetal. I'm not familiar with the 99+ so I would look at a similar truck first.

I had this same thing happen to my 97 Burb. What is likely the culprit is a bad power door lock actuator. I bought a replacement on e-bay $28 (including shipping). Exact same symptoms -- the motor that actuates the lock open and closed prevents override when it has failed.
The only way I could get the door open was to try to actuate the electronic lock (either by the remote, or by the button on the electronic panel on the door), while using your other hand to push the lock lever to the open position. Pushing the electronic button and the lock lever at the same time to the open position may give it enough juice to open. I had to keep trying this until I could get it to work. If you do happen to get it to work, just make sure to not lock it again. Coincidentally, if you can get the door open, and can get the actuator out, the door lock will work normally in manual mode -- if the lock actuator is the problem.
As far as getting the panel off, these panels lift up then out, as opposed to the older models that pull straight out with the plastic clips. I haven't tried it, but it may be possible to remove the things holding the panel on (inside upper panel inside where door mirror is, power trim panel, door handle bezel, screws, disconnect the door light connector). It may be tough, especially with the seat in the way, but once the screws are out, lift the panel up
then pull out. Again, not sure if it will work, but I would certainly try this before I did anything like trying to cut the door.
