07 tpms activation tool needed?

hi all,

i'm installing a set of tirerack's snow tires w/ wheels on a 07 limited. bought the sensors and bands from the dealer. getting ready to install on vehicle however i'm confused as to how the process of initiation between the sensor and computer goes.

someone told me that i would air down the wheel i'm beginning with when the computer asks for the LF. yet now i see in the service manual that you use an activation tool?

anyone done this before with the new TPMS (wheel banded, not valve stem)?
