Flashing D4 Light

I keep seeing posts with people saying flashing s and d4 lights on accords, well on my 93 i have a steady d4 light and trans is missing gears, is that also a TCU issue as well????, i have not seen anyone saying anything about a steady light, i will jump terminals tomorrow to see if and codes are flashing, if not i would assume TCU is bad
