Here is the deal. When I turn the car off the key will not go all the way back to remove it. I can sit and wait for about 15 minutes then I hear a click in the colume. Where should I start checking???

It would help to list the year and model Regal in your post.

It could be a BTSI (brake transmission shift interlock) problem. Start with making sure nothing like coffee or soda was spilled on the shifter at the center console. The shifter has a shift interlock solenoid.

Another possibiity is a flaky key release solenoid at the steering column ignition switch. That is the click/clunk you hear.

You can measure the 12 volts at the BTSI fuse to make sure the solenoids are getting the proper supply voltage.

ops. It is a 2000. Sorry. So you are saying I need to pull the center shifter apart to see if it is getting 12 volts? Great.

Before any disassembly I would check the 12 volts for the BTSI circuits at the fuse boxes. Either engine compartment or the one located at the passenger side of the dash. The owner's manual will list the fuses at Chapter 6 and the plastic covers will have a fuse and relay diagram/layout.

Based on my experiences on these type problems the shifter is the best starting point and after that moving over to the steering column. A GM wiring diagram as a guide wouldn't hurt either because there are other components involved like the transmission range switch and brake switch.
