95 Dodge Avenger 5Spd RPM truble help!

I have A 95 dodge avenger and when ever im comming to a stop, I put the clutch in before i get to the stop and the rpms stick at about 2-2.5k even tho i have the clutch all the way in. Then after i stay stoped for like 10 seconds they will drop to idle speed. any one have an idea what it is? Is it possible that it does this because as im slowing down and put in the clutch i put it in first?, (kepping clutch in) i dont let the clutch out after i put it in first so thats how i dont see how it could be that but if someone could help it would be very helpful. thanks
