flat tire caused damage to wiring harness?

This is a new one to me so I hope the pictures I included will help me explain(click the thumbnail for larger pictures).
A friend of mine had the right front tire of her car blow out on her a couple weeks ago and she pulled over instantly, not by choice really, her cars whole elctrical system seemed to be dead. When she got out of her car she saw the same thing You see in the picture, her wiring harness had been ripped out of the car somehow when the tire blew out? I thought that maybe the wirirng harness had not been secured and when the blinker was ripped loose that could have been what caused yje blow out. Now I know my way around an engine pretty good and I just dont understand how this could have happened. She was driving it home after picking it up from a mechanic that had just replaced her clutch. could this somehow be their fault?

Hard to prove....but coincidences..just as miracles... are rare. Number of times a car goes out from repairs for somehing and then just happens to show a new problem? So I suspect indeed something "happened" during the repair and was overlooked . I'm a aviation buff ..where most incidents and accidents are investigated....this L-1011 had just gone through inspection and the oil plug gasgets had been "forfotten"...plane lost all oil on ALL three engines and barely made it back to Miami after turning back from flight to bermuda...and masking tape left on a pressure pickup hole for a "wax job" made the airspeed measurement false and this 757 crashed in GOlf of Mexico...and the list continues....and this is in an extremely controlled environment. Imagine car shops.....
