Headlight Adjustment in '98 Suburban K1500?

Somewhere along the line, the headlight adjustment of my '98 K1500 Suburban has become off. The factory owners manual doesn't specify a procedure for adjusting the composite headlights. I've found the screws for removing the headlamp housings, but not the adjustment screws, assuming there must be some somewhere.

Look in the holes in the radiator support. There are 2 torx screws about 3" down in those holes.................Steve

Okay... found the 2 torx screws, but I couldn't really turn them much either CW or CCW. I removed the two hex screws that retain the headlight housing assembly and removed the housing assembly from the radiator support. It looks like there are 2 additional torx screws, running horizontal into the rear half of the housing, that might adjust the headlight angle. There isn't enough room in the housing assembly to get a torx wrench on the screws to make an adjustment. Is there a "special GM tool" needed for this adjustment? Doesn't seem that you should have to remove the housing assemblies to adjust the lights... what am I missing?
