2.5L DHOC- timing chains and crank shaft

The crank shaft is stuck between 8 & 10 o'clock, but rotates freely between these two points. Needs to rotate to 11 o'clock to allign cams and replace the chains. What could possible be in the way. All 24 valves appear to be up as the 4 chams are in neutral. (I also thought that this Mazda engine does NOT have zero clearance.) Process was started due to noise from attrition on guides and bad spring in tension device...seems like some type of interlock. I disconnected the starter wiring, end cap. Placing power on solenoid only, sounds like the starter is retracting so I don't think it is stuck out. I also put the gear selector in N to rotate the front wheels, OK...Crank shaft is still locked between two positions.
