98 deville blower motor

98 deville with the (PWM) 3 wire motor, wires tested black/a =grnd. gray/b=ref. voltage of nothing with key on and blower set to hi or low and red/c=12 volt bat would this suggest that the climate control programer is bad? or the motor is bad ? some where on the web i found the testing procedure and i believe it said the motor was to blame but i think in theory that if i gave the motor a ref of 12 volts then it would run as i bought a new motor and plugged it in (did not remove the old one yet ) and it would not operate either . any one come accross this situation?:screwy:

It's been a while since I replaced the motor on my 96 but it wouldn't run either instantly but it took a moment before it would run. I thought the new motor was bad too.
