96 GM Oil Filter Thread

When I change my oil filter,the threads get tight about halfway on, giving a false sense that it is seated, thus losing all the new oil when cranked. Can finish tightening over bad thread and it will seat off and everything is fine. Need to know what size thread die needed to chase threads on engine block. It first started at dealer shop.
