But the buyer did send my brother email say the board dint work. since it electronic it can be burn out when that guy dint know how to install it. Contact PayPal and tell them the situation. You can file a claim and hopefully they can get his money back.

tell him you know how much it cost to ship it. demand he return the "defective board for that price" if paypal won't reinstate the money.

That way if he makes a little money it's not a horrible deal.. he doesn't have the board.

The only way that guy would have gotten his money back from Paypal is if he filed a claim himself, and your brother either didn't respond to the claim or somehow lost.

Since your brother already lost the money, theres nothing he can do. The buyer should send the board back, but in reality, he's already got his money back so if I was him, I wouldn't.

Not true. If you send someone money, you can cancel the transaction if they haven't accepted the transfer yet.

Your right. But we are assuming he accepted the money, since he shipped the board.

If I was this guy, and the board was indeed defective and filed a complaint with Paypal and the guy I bought it from never responded and I won the dispute and got my money back, I would say hell with them. Not my problem to pay and ship back the defective board. Don't throw that ETHICS bullshit at me.
