Have you owned the car a while and did it just start doing this, and/or did you recently buy the car and it never has shifted into O/D?

i just bought the car and it only shifts up to 3rd. the only thing i've heard is to change one of the solenoids.

I believe your car is only a 3-speed auto. The GM computer doesn't show a 4-speed in a 92 4-cyl Beretta. PM me with the last 8 digits of your vin (don't post personal info in an open thread) and i can run it for you to tell for sure what trans you have.

the last 8 digits of vin number NY258831. the motor was replaced just before i bought it and there is a small amount of transmission fluid leaking on the trany pan.

Your VIN confirms that you have the 3 speed trans, so that's why you won't shift into OD. Next time, PM me with any personal info (like your VIN), as it's not a good idea to post that stuff in open threads. AF is a great forum, but you never know what kind of nefarious people are lurking in the background.

No, your car can't shift into a gear it doesn't have. After you level off at highway speed, you may see a 200-300 RPM decrease on the tach as the TCC locks the converter, but there will be no shift.
