Can't get '94 626 to pass emissions.

I'm located in St. Charles, MO & I can't get my '94 626 to pass emissions. Here is a list of problems & repairs for the last year:

August 2005 (Car was bought 2 months prior & passed emissions.)
[Problem]
-Fiancee is driving car on expressway & it just dies on her.
[Repair]
-Neighbor tells me it is timing belt. I tear the engine apart to get to
belt. After determining the belt is fine, neighbor then tells me it is the
distributor.
August 2005 - May 2006
-The car sits immobile.
May 2006
[Repair]
-I throw a used distributor on (luckily in the correct timming position) &
the can runs but rough. I adjust the idle speed screw so that car
doesn't die when idling.
July 2006 - October 2006
-Car sits, seldomly driven.
(Late) October 2006
[Problem]
Car is taken through emissions testing & fails (3 days ago). Readings
are as follows:
-Hydrocarbons/ Standard: 0.8000 Grams
Reading: 2.3388 Grams

-Carbon Monoxide/ Standard: 15.000 Grams
Reading: 6.7961 Grams(PASS)

-Oxides of Nitrogen/ Standard: 2.000 Grams
Reading: 9.1611 Grams
<br> [Repairs]
-I replaced the spark plugs, air filter, & PCV Valve. I changed the oil. I
added CRC-"Guaranteed To Pass Emissions Test Formula" to a
full tank of gas & followed directions EXACTLY. I refilled the gas tank
with Premium gas & added a bottle of "HEET" as recommended by
person at Advance Auto Parts. I then ran the car through emissions
again (only hours ago) and it failed AGAIN. Here are the results:

-Hydrocarbons/ Reading: 2.4431 Grams

-Carbon Monoxide/ Reading: 6.7961 Grams

-Oxides of Nitrogen/ Reading: 7.9973 Grams


Any suggestions before I have to take the car to a mechanic for costly repairs? A buddy of mine said I could try to change the Oxygen Sensor.

Did you get the car to pass and if so what did you have to replace to get it to pass?

GTP sucks, used it on my Taurus and it failed miserably. I used methal hydrate, my car passed with flying colours. I filled my tank with regular added the methal hydrate, drove it till it was half and refilled. Try it and let me know what happens :)
