Fundamental question...

Hey guys, really simple question here:

When driving 70+ mph, the car vibrates rather badly. What's causing this, are the tires in need of balancing? I've had them rotated already but maybe they need re-balancing...

would start with a balance, while be balanced have rims checked make sure they are not bent and double check treads , for belt shift.. GL
