Power steering problem?

Hey guys.
The weather is starting to get cold here (around -10 celcius), and i notice that when ever I start my car, it takes about 30 seconds for the powers steering to kick in. It is very hard to move the wheel, and it eventaully begins to get easier. I have had this problem in the past, but it was very minor (The Power sterring kicked in after about 2 seconds, only happened on occasion)
I should also note that I had the rack and pinion replaced after an accident not too long ago.
Any suggestions on whats wrong?

I've experience this problem before. Winter in Michigan can bring out the worst in your car.
You can try changing your fluid but, this didn't yield much relief. You just have to wait for the fluid to warm up before you start driving.

Hah, im in Alberta, Canada, and we just gto a 2 foot dump.

You possibly have a problem with the steering rack, it is binding. If the pump works okay, the steering rack will have to be replaced. It is not cheap.
