How low should he go?

I have a friend who's gonna put some h&r's on his 95 integra but he's not sure and neither am I about how much of a drop to go with he's got stock wheels and tires and plans on upgrading along the way to either 17's or possibly 18's so how low could he go right now and won't rub when he gets new rims and tires?
