Need help unclogging drain holes

I have a water leak coming into the car from somewhere behind the gas pedal. I was told that the rain drainage hole(s) were clogged and need to be cleaned out. Does anyone know how to remove the black plastic cowl assembly under the wipers so that i can clean out the drain holes beneath? Or can i have a mechanic put it on a lift and have him clean it from the bottom?
