headlights not coming on

New to this sight.
1996 sunfire
Today when i got home i noticed that my headlight were not on with the switch in the on position the DLR lights were on though. I pulled the head light bulbs and found that with the switch in the on or off position there was power on the ground side of the plugs :screwy: . I pulled the relay on the bumper and the power to the ground wire is now gone.
I am thinking the relay has gone bad anyone got thoughts?:banghead:

Do a search on "headlights don't work" on this sight or on the Cavalier sight (they're basically the same car)
This is a well known problem that could be either the headlight switch (my problem) or the wiring harness under the battery tray (the majority of problems)
