Running Lights not working

So I have a brother whos running lights aren't working. Checked the 15 amp fuse in the 6th slot and it's fine. The headlights are working fine. Could this be a faulty headlight switch? 2000 Cherokee

One more thing...does the four way flashers work?

I'll check later on to see if the hazards work. I'm not to sure what I'm looking at in this diagram. Care to help a bit further Aloha?

Ok...the diagram shows which wire is coming out of the headlight switch that feeds the running lights. It is colored Black with a Yellow tracer.
Test for power or 12 volts there. If there is no voltage you have a bad light switch. If you have power there, then the proplem is in the wiring or fuse 7 (left side) or fuse 23 (right side) on the Junction Block which is at the RH kick panel.
I did not provide the diagrams for the rear which go through the same fuses 7 and 23.
Note: I was thinking the E-flasher was on same circuit but not so... according to the diagram.
