"97 Intrepid gauges drop to 0

I posted this question under Intrepid and got no response. The LHS being a sister car, I was hoping someone in this area may have an answer.
I recently bought a '97 Intrepid at an auction. It is a fire department car with 150,000 miles on it. Before I got the car, a wiring harness was mutilated to remove the fire department electrics.
The horn is not working (I believe it is the wireing between the clock spring and horn relay). Can anyone tell me where the horn relay is located?
My tougher problem is with the instrument gauges. They work when the car is cold. After driving it for about 15 minutes they drop to 0 as if a connector came loose. After the vehicle cools off, the gauges work again.
Does anyone know what the cause is? Or, how do I get access to the intrument circuit board to diagnose or replace it.

I have not isolated the fix yet, but when I bump the panel right above where my right knee is, the gauges come alive again. I am suspecting a loose ground connection somewhere in that area.
