94 grand prix problems

ok my buddys car was acting up. we threw in a new alternator and new starter and jumped the battery. the starter clicks but when the ignition is on a clicking noise is coming from the fuse box nonstop.. it sounded like a circuit breaker resetting.... i took out a few fuses and the clicking stopped. like the fuel pump circuit breaker is clicking.. i think the fuel injector fuse also stops the clicking if removed and one of the 40 amp fuse. im thinking that its a problem with the fuel pump... or something fuel related....any ideas?

oh its a 3.1 v6 engine and its a 94 with only 133k miles.

What exactly is the car doing? Cranks but won't start? Doesn't crank at all? Why did you "throw" a new alternator and starter in it? Has the car set for a while? A little more info is needed here before we can offer help, your description is cryptic at best.
