98 Voyager 3.3L Radiator Drain valve

I just wanted to do my routine maintenance of draining the
radiator and refilling coolant.
However, when I turn the radiator drain valve 90 degrees CCW,
nothing comes out.
Of course I tried removing the radiator cap.

The only thing I can add is that the last maintenance was a
mechanic who replaced the upper and lower hoses.

Any ideas?

Try pulling out a little on it or blowing a little air back into it.
If all else fails you can pull lower rad hose.

I would go with that option. Those drains are prone to clog, get brittle from heat, and finally crap out/twist off. In this case I let sleeping dogs lay. Pulling the hose at the radiator side will drain faster/more completely than you will get with the drain anyway.

thanks guys, I think you've convinced me to go with the lower hose
method. I tried pushing a bit of wire up the valve , but no-go;
and I'm afraid of damaging it if I pull on it any more.

You have to twist then pull out on it before it will open , it has been said that if you do this sometimes the dseal won't seal right after that and to have a replacement handy . Did it once and it did not leak , but you have to turn it then pull out on it and it should drain.

I did try pulling it out (after turning it CCW)with a pair of pliars, but it never budged.
I felt it would break off, so I stopped.
Are you sure the 98 Voyagers are all like this?

yup sure , per factory manual turn draincock counterclockwise to unscrew stem.When the drain is uscrewed to the end of the threads turn back 1/8 of a turn and pull the stem out (it removes) from the tank . May take some pressure to pull this out..

Reinstallation : Push draincock assembly body into the tank until it snaps into place. Turn draincock clockwise to tighten .

Go with the lower hose. I have talked to numerous Daimler techs and they all say that once you open the drian cock, the rubber "O"O ring fractures and will have to be replaced, I took up this test and yup I tore the "O" ring. Now, I only do the lower hose trick.
